If anyone wants them to edit designs onto blank flags, this is the best I could come up with for white/blank flags to edit from. You can use the "displace" function on editing software, there are tutorials online that can explain it far better than I can.
This has default white versions you can edit (the big ones are just copies of the default "surrender" flag), with some basic instructions for how to save them in the correct place for cities, events, treaties, etc.
