How do I change all spanish cities to other nationalities

Since you asked, it can be done several ways. I recommend using the 'hex-edit the pirates!.exe file method. See listed thread below for additinnal information and guidance.
Go to the pharmacy ask for a jar of fairy dust. As you sail by the city fire a canon with fairy dust mixed into the gunpowder. As you fire shout make her Spanish and not only the city becomes Spanish but the residents all become become bikini clad modals dressed in Spanish flag bikinis so yeah it’s worth checking out.
